    Probably the greatest success of railway privatisation has been the introduction of private capital in the shape of the new locomotives and rolling stock,which continues to flood onto the railway network in quantities which would have been unimagineable under state ownership.Among these locomotives are the 30 Class 67 Bo-Bo diesel-electrics built in 1998-99 by Alstom at Valencia,Spain,as sub-contractors for General Motors.These engines,which have a design speed of 125mph but are currently classified for 110mph,were introduced by EWS specifically to handle the Royal Mail traffic.Based at Cardiff Canton for maintenance purposes,they are normally used on through services covering non-electrified sections between Penzance,Plymouth and Bristol to Warrington and Low Fell and between London and Swansea.
